REAL WORLD- REAL LIFE EXPERIENCE
Dean was born in a poverty-stricken rural farming community. As the son of a truck driver, his first job was cleaning tools in his dad's shop. He learned the value of hard work and the value of a dollar.
Dean is the first male in his family's history to graduate from high school. After serving in the Marine Corps and a career in law enforcement, Dean returned to his educational pursuits. With the assistance of the G.I. Bill, Dean became the first person in his family's history to graduate from college. Dean worked full-time while attending college and while attending law school.

FORMER LAW ENFORCEMENT OFFICER
As a police officer, Dean received advanced training in the the administration of Field Sobriety Tests and Breathalyzer operations. He was a Certified Intoxilyzer 5000 operator. In addition, he received advanced training in the field of drug interdictions. Dean's experience as a law enforcement officer helps him to understand the procedures and techniques utilized by the police. More importantly, Dean knows, first-hand, the strengths and weaknesses of those techniques.
FORMER PROSECUTOR
While in law school, Dean was a member of the Appellate Division of the Cumberland County District Attorney's Office in Carlisle, PA. He was responsible for handling Summary Appeals as well as drafting appellate briefs that specifically addressed every aspect of the changed to the Pennsylvania DUI statute.
Following law school, Dean joined the Las Vegas, Nevada District Attorney's Office. While there, he handled multiple capital (death penalty) appeals in addition to a number of homicide and sex crime appeals. Attorney Morgan worked closely with the Major Violators Unit to assist in a number of high-profile homicide cases.
Dean returned to Central PA to join the Lancaster County District Attorney;s Office. While there, he prosecuted misdemeanor, felony, and juvenile cases.
TRIAL READY
Dean begins every case based upon a presumption that the matter will be resolved through trial and the goal of the trial is to have his client leave the courtroom with a not guilty verdict. Thus, even if you are ARD eligible, Dean will evaluate the case from the perspective of achieving a not guilty verdict. As the case proceeds, he will constantly evaluate and re-evaluate the evidence to determine the potential likelihood for success at trial. At every stage, Dean will give you a candid evaluation of the case. In the event that a guilty plea is necessary, Dean will work hard to achieve the best possible resolution.
